经财政部批准，国际司正在执行世界银行机构发展赠款“国际金融组织（IFIs）项目监测与评价”项目。该项目旨在通过建立和完善中国国际金融组织（IFIs）项目监测评价机制，构建科学、规范、实用的项目绩效管理制度体系，提高中国IFIs项目绩效管理水平，并为中国公共财政支出领域的绩效评价工作提供借鉴经验。
目前该项目正在准备实施第二阶段试点工作。第二阶段试点工作的目标是制定符合国际规范和中国实际的IFIs项目绩效评价的方法和实施模式；并通过有针对性地开展项目绩效评价试点工作，检验其可操作性。国际司希望聘请咨询机构执行上述第二阶段试点工作。该工作的主要任务和内容如下：
一、研究中国IFIs 项目绩效评价的框架和实施模式，包括：评价准则、核心评价内容、实施程序和绩效评级方法等；
二、根据上述研究, 对所选项目（附表1 中的项目1—4）进行绩效评价试点；
三、参与世行贷款“山东林业资源可持续发展项目”有关监测评价设计活动，提供咨询建议(附表1中的项目5)；
四、在上述工作的基础上，起草《中国IFIs项目绩效评价操作指南》，主要包括：评价准则、核心评价内容和关键问题的确定；评价设计和实施的方法；评价报告的要求和格式；关于绩效评级的方法及说明；建议采取的操作程序等。
请对此工作任务有兴趣的公司/机构，于本公告发布之日的14天内向我司表达意向并提交包括以下内容的文件：
1、公司/机构简介；
2、公司/机构曾经参与完成过的类似任务工作以及取得的成果的说明；
3、拟承担本工作业务人员的专业背景、资历、经验和成就等情况。
在收到三家以上公司/机构的上述文件后，我司将按世界银行“基于咨询者资历（Based on the Consultants’ Qualification, CQ）”的采购方法，评选出一家公司/机构，并就签署咨询合同事宜与其展开进一步磋商。

REQUEST FOR EXPRESSION OF INTEREST
THE PHASEⅡCASE STUDY WORK FOR “THE MONITORING AND EVALUATION OF INTERNATIONAL FINANCIAL INSTITUTIONS PROJECTS IN CHINA”
INTERNATIONAL DEPARTMENT, MINISTRY OF FINANCE
As approved by Ministry of Finance, the International Department is executing a project entitled “The Monitoring and Evaluation of International Financial Institutions (IFIs) Projects in China” (the Project) financed by the Institutional Development Fund (IDF) of the World Bank. By means of setting up and improving monitoring and evaluation system of IFIs projects in China, the Project aims at establishing scientific, standardized and applicable project performance management system, enhancing the IFIs project management, and even providing implications for the Chinese Government to improve its performance assessment work of public expenditure.
The phase Ⅱ work for the project is under preparation, which is an effort to develop some approach and implementation model tailored to Chinese situation, in line with the international standards as well, for the performance assessment of IFIs projects in China. Its practicability will be verified by conducting pilot performance assessment. The International Department will entrust a consultancy firm with the phase Ⅱwork of the Project (the Service). The main activities of the Service are as following:
1. Develop the framework and implementation model of performance assessment for IFIs projects in China, including criteria, key performance issues and implementation procedures, along with the rating system.
2. Based on the study above, conduct pilot performance assessment on selected projects (Project No.1— No.4 in Annex 1).
3. Participate in the M&E design activities of the Shandong ecological afforestration project and provide consulting suggestions. (Project No.5 in Annex 1)
4. Based on the activities above, prepare the draft Guidelines for Performance Assessment of IFIs Projects in China, including criteria, core issues and key questions, methods of design and implementation, requirements and format of the report, methods and clarification on performance rating, suggested implementation procedure of the project performance assessment, etc.
The International Department now invites eligible consultancy firms/agencies to provide the Service. Interested consultancy firms/agencies should express your interest and provide the following documents to the International Department within 14 days after the release of the request.
1. Brief introduction of your firm/agency;
2. Description of similar tasks and achievements of your firm/agency;
3. Availability of relevant skills among selected staff for the Service in your firm/agency, such as professional background, qualifications, work experiences and accomplishments etc;
A consultancy firm will be selected for further discussion on the consulting contract according to the “Based on the Consultants’ Qualification, CQ” procurement procedure of the World Bank, after documents from more than 3 firms/agencies are received by the International Department.
